the president is vulnerable. i thought the most quotable line from the romney speech is hope is not a strategy talking about the middle east. you used the words leading from behind. mitt romney used it at least once in the speech. the speech was an attempt to say, this is what barack obama has done. here is what i would do. it was tonal more than specific. it was more we need to be bigger, more aggressive whether it's iran or another syria. it was broadly philosophically we need a stronger, more muscular approach. >> on several points he's critical on iran because he would have opposed the initial attempt to open up towards iran and thinks the president didn't go far enough at all in supporting the green revolution of students in iran in june of 2009. the response from the obama team is that the iranian leaders, the reform leaders, student revolutionaries were saying, don't be too overt. it will have a backlash effect. that can be e debated. on sanctions they are criticizing the failure to go tougher though the president arguably did better than george bush in getting russia and china to permi

want to talk a little bit about this speech today. thank you for joining us. what does mitt romney have to do in this speech? what sort of expectations are built up? guest: this will be romney's foreign-policy speech. it is clearly pretty late in the game for him to be delivering a speech like this. early voting has started in the number of states. he wants to continue some of the momentum he built up last week's debate. it's a chance for him to make a clear contrast between himself and the president. more importantly, it's another chance for his campaign to show that there is more of a choice between him and obama and less of a referendum. when romney pick his running mate this summer, there was a sense that this would be a chance for him to outline things for his own and have a policy position that would set him apart from the president. but we've seen over the past couple of weeks at the campaign dynamic has not changed that much. this is just one more issue on which the republicans are trying to get the president. >> what you have seen from the speech so far, is mitt romney going to

the speech that romney gave today. i know he did emphasize for a while, libya, of course that has been an ongoing situation for the united states. >> reporter: in fact, it was all benghazi, benghazi, and that is really the reason, the romney campaign attacking the white house on foreign policy, they believe that the white house is lacking in the foreign policies. they worry that the al-qaeda affiliates were active in the campaign militias. daryl issa is holding hearings this wednesday, focusing in part on this e-mail from the embassy in tripoli, last february, asking to leave a special team in libya for another four months. the commander of that team will reportedly testify that ambassador chris stevens, who of course died in the raid, wanted to keep the team even longer but of course was let down. the 16 member team was replace by a smaller unit of agents, it is not clear how long they stayed security agents stayed. tonight, they say the original tonight, they say the original team was being fazed out as libya teams took over, and could not have prevented the fatal attack in benghazi.

today y e of the most reliable lines in romney's campaign speeches was that under president obama the economy -- the unemployment, that is, had not gone below 8%. low today he's saying that even though there's been this slight decline, this economy is nowhere near where it should be or where it could be if he were president. >> looks like unemployment's getting better. but the truth is, if the same share of people were participating in the work force today as on the day the president got elected, our unemployment rate would be around 11%. that's the real reality of what's happening out there. >> reporter: romney is basing that on the people actually in the work force. although some economists say the rate would be closer to 9% because much of the decline in the population is due to aging of the population. romney says the current employment situation shows the president's policies aren't working and that he knows how to create jobs. in an effort to sway independent and undecided voters, romney is making a direct appeal to the middle-class. >> even those that have jobs are having t
